"The relatives and friends of those who perished at the hands of terrorists daily and hourly experience unbearable mental pain and suffering, while the killers are in prison in comfortable conditions for them," says Robert Ilatov. "We are not ready to accept this." This is not a containment policy. The law must be clear and unambiguous: a terrorist who has come to kill innocent civilians must not remain alive. "
